The Americans with Disabilities Act (ADA) Title II requires state and local government entities to ensure their digital content, including websites, mobile apps, and electronic documents, is accessible and compliant with WCAG 2.1 Level AA standards. This applies broadly to public institutions serving the general public, including entities like libraries, schools, and universities. Compliance involves auditing, remediation, and leadership engagement to meet accessibility standards and avoid legal risks. The updated rule by the U.S. Department of Justice takes effect on April 24, 2026, with an additional year granted to agencies serving populations under 50,000.
Additionally, on June 28, 2025, the European Accessibility Act (EAA) became effective, requiring publishers selling books in the European Union to have available for purchase a product version that is accessible to consumers with print disabilities, visual challenges, or other issues, where the use of an e-reader or other assistive technology devices is the most beneficial method for obtaining information.
